St. Louis County Executive Charlie A. Dooley has made it a priority to reach out to the north St. Louis County community to address the challenges surrounding Jamestown Mall in unincorporated St. Louis County. In doing so, we have started the process, which includes a comprehensive study and extensive public input to create and ultimately implement a viable master plan.

The process began September 2009, when nine Urban Land Institute experts interviewed approximately 100 residents, businesses and other stakeholders as part of the initial evaluation process. In July 2010, Dover, Kohl & Partners, an urban design firm specializing in master plans, began the design phase, which will include a series of public engagement meetings to be held in September.

COUNTY SEEKS PUBLIC INPUT FOR JAMESTOWN MALL

St. Louis County Executive Charlie A. Dooley and St. Louis County Economic Council hosted a public forum July 15, kicking off the next phase in redeveloping Jamestown Mall. Over the next eight months, the Economic Council has commissioned Dover Kohl & Partners, renowned town planners, to redevelop a master plan and feasibility study outlining what is economically viable at the mall site.

The regional mall, located in north St. Louis County, has experienced decline like many national malls and faces a number of other hardships including lack of population density, geographical constraints, changing market trends, and local competition.

Beginning September 9, you can share ideas with architects, city planners, economists, and marketing professionals as designers put the public’s suggestions to paper. Stop by the design studio throughout the week (September 10-12, 9am-7pm) to provide input as the plan evolves, and then return to see the work completed at an open house (September 11, 10:30am-12pm) and final work-in-progress presentation (Sept. 14, 6pm-8pm). All sessions will be held at St. Louis Community College at Florissant Valley in the student center.

"Creating a viable plan for Jamestown Mall is just like an old-fashion barn raising; it will take the entire community," said County Executive Dooley. "The opinions and insights of the surrounding communities, residents and businesses are essential to the future of the nearly 150-acre site."

Jamestown Mall is located at the intersection of Old Jamestown Road and Highway 67 on an expansive 142-acre site. Though the mall is in many ways still active, with a movie theater and stores, it has not lived up to the expectations of its original builder, current owners or the surrounding community. To help plan a promising, long-term future for the mall site, St. Louis County will host a design open house the week of September 9-14, 2010, welcoming community input and involvement.

The public’s first opportunity to participate is Thursday, July 15 with a kick-off presentation from 6:30 p.m. – 8 p.m. at the Jamestown Mall Theater. Participants will hear a summary of previous planning efforts, an introduction to the upcoming design process in September and an overview of planning principles and successful mall retrofit projects around the country.

St. Louis County is taking the next step to revitalize Jamestown Mall. Over the next eight months, we will create a redevelopment master plan, along with a study outlining what is economically feasible for the mall site. The goal is to create a plan that will revitalize the current site and North St. Louis County.

Last week, St. Louis County hosted a public meeting to kick off this next phase, which was attended by hundreds of local residents who packed the mall's theatre. The panel showed how the site could be transformed from a distressed mall into a livable, walkable space with distinctive characteristics that make it unique to North St. Louis County.

The process was likened to an old-fashion barn raising with everyone pitching in their ideas for how the site can become a true destination and asset for North County.
